Signal/Function Generator

(forgive me if this is in the wrong thread and kindly move it to the correct one if necessary)

I've been working for quite awhile now on a device that allows me to have super efficient electrolysis and therefore hydrogen on demand.

For the record, I know the laws of thermodynamics and understand that over unity thus far is impossible. But please bear with me.

I'm looking for some sort of signal/function generator that can produce square waves with a mark-space ratio of 9-1, allow me to pulse this from 10-250khz, and 12v output voltage while producing 3.6watts.

PM me if you want a more detailed explanation of what I've done so far.
