Plymouth North?

So perusing the tier list (http://www.usfirst.org/robotics/2006/tierlist.htm), I happened to notice that team 23 was listed on there as a tier 6 team. For those who don't know, team 23 was the fabled Plymouth North team which left FIRST after 1999. Now, it's interesting because they weren't listed in 2005 (http://www.usfirst.org/robotics/2005/tierlist.htm). Does this mean they're coming back? Or just that FIRST decided to list each and every team possible?

Looking at the tier list it seems that every team number, active or inactive, is listed.

Too bad, it'd be great so see Plymouth North make a return.
