For my 8 jobs as an engineer over the last 20 years:

Resume => college placement listings
Headhunter
Headhunter
Resume => newspaper ad
Resume => newspaper ad
Headhunter
Headhunter
Resume => newspaper ad

For the record: headhunters are only interested in you while you are presently employed. If you are unemployed you are pretty much on your own.
