22lbs each. Your scale is a) broken already or b) not zeroed properly or c) not zeroed at all or d) whoever weighed the gearbox didn't know what they were doing and needs training.
The mass of 1 gearbox with 2 motors is 4070 grams as measured by our students (though I suspect that they didn't zero the scale completely first, it should be close.) Translation: 4.070kg*2.5lb/kg (approximate)=10.175 lb. Your 22 lb estimate would be for a set of two gearboxes with 2 CIMs in each. Ten pounds including both motors is actually pretty good.
