Is there a rule that states that we cannot use a belt to drive the robot?

Nope. I think a toothed automotive belt might be interesting -- although chains usually win out because they are less prone to breaking under maximum torque, and do not slip.

Belts might work really well for ball collectors and launchers though...

belts are probably lighter, depending on the alternative chain size, and the thickness of the belt.
