Servos not getting right voltage

ok my cmucam takes picture perfectly but my servos dont move. we tested the pulse width modulation on our oscilloscope and it is giving out the right pulses and the batter is giving out 7.5 but we test the pins where the servos connect and it is giving out only 1.5. what do you think the problem is?
