OK I checked and i concluded that Rick was correct
team 7 in 1993 was from Newark, New Jersey
team 144 in 1996 was from Cincinnati, Ohio
team 23 in 1998 was from Plymouth, Massachusetts

Now that we know where the teams are from does anyone else have any other information that might help me a bit more?
