It does look a bit like the Mini-RC (the one before Vex came into play), but that one had a serial port.

My first instinct is to say gumstix, given that people have interfaced them with IFI controllers before, but it looks a little big for that.

That looks like an SBC(Single Board Computer) to me, and what is that I spy with my little eye? None other than Tux my favorite penguin! Now what on earth do you need the great and wonderful powers of Linux on your robot for? One thing is for sure, that is some sort of co-processor with loads of I/O ports, why sooo many? Well, you can clearly see the BlackFin logo, so It's most likely doing DSP from the camera. The question is, what are you doing with that kind of horsepower?

EDIT:

And, I agree with one of the previous posters. That's almost definitely the ADSP-BF533 evaluation board.
