Where is the Part Features pull-down menu?

We are trying to wire our control board using inventor and the directions we have say to click the Part Features pull-down menu, but we can't find it. We are using inventor 10 if that makes a difference.

the Part Features toolbar is in the drop-down menu directly above the panel housing the sketch tools (the default for this is the top left window on the screen.
