<G21> says that incidental incursion may not exceed 3 inches into the side goals. It does not establish a 3 inch exclusion zone outside the goal. A robot inserting an active ball delivery mechanism into the goal will be disqualified, but dropping a door onto the top of the goal ramp to prevent gravity from working against you isn't against the rule.

R.T.M.F. Read The Manual First!
<G21> Has been there since kickoff. You can not incidently "enter" the goal any more then 3 inches. Though you should have designed the bot to not even enter the goal as there should be no need to do so.
