Installing mplab

i don't know how to install it.

i am getting a little frustrated because just as the installer is about to finish it flashes "error 1606 could not find http://ww1.microchip......." i tried to go to that website and it is blocked

That may be a problem. Talk to your IT group about unblocking or giving you temporary access.

However, I don't think web access is necessary for an installation. That's probably just a link to a help file or something...

Have you read the README (or comparative file)?
