Who Plays Whom in Championship SF?

Here is my question.

How does FIRST figure out which division champions play each other in the first round of the Championship?

In 2005, it was Curie v Galileo in SF 1 and Archimedes v Newton in SF 2.
In 2004, it was Newton v Galileo in SF 1 and Curie v Archimedes in SF 2.
