We have seen these, particularly in European "superstores" - there is an escalator for the shopping carts (does not create "steps" though, is just a moving belt) - the carts have powerful magnets on the wheels which engage when you move the cart to the belt. People take the regular escalators and meet their carts on the next floor to continue shopping :-)
