Yup, it is. The California Highway Patrol can't find any statutes that are being violated. Since he left the original engine in place, and uses that one for most driving functions, he can't be cited for an illegal engine modification.........

I wonder if they've decided yet whether having a jet engine on your car has been known to cause cancer in the state of California yet!
