You don't. A bin file is basically a whole cd/dvd ripped down into a mirror image of the cd/dvd.
All you need is Daemon Tools or Alcohol 120% to burn the BIN (actually the CUE) file to the dvd, and just stick it in your dvd player. Bin/cue files are usually used by software/movie pirating groups as a way of distributing the whole original (or slightly modified) cd image. Arrrrrr.
