That is incorrect. Since the Sundance Channel owns the rights to distribute the show, they can do anything they want with it. This includes streaming it on their website, licensing it to others for re-broadcast, or anything else. If they provide any of those options, anyone may most certainly take advantage of them. The issue is that YOU cannot distribute it or give copies to anyone else, because - unlike the Sundance Channel - you do not own the rights to the show. The distinction is important.
And in answer to the original question, check
The Sundance Channel web site. They do stream portions of episodes of The Iconoclasts. So we can all watch the site for the eventual streaming of Dean's episode and see it there.
