I haven't gotten a chance to try these, but I've had my eyes on them for awhile:

It's the HB-25 speed controller from Parallax. 6-16 vDC nominal, 25 amps continuous, 35 amps surge, built-in 25 amp slow-blow fuse.

Parallax itself is out of them, but http://www.lynxmotion.com stocks them.
