This was a joke, clearly.

The 2004 robot would make a good 2007 bot with some modifications, but it can't pick the innertubes off the floor by itself. I'd expect to see something thats definitely different

It means that you can't use the already fabricated mechanism...you can remachine it.

My first thought when I saw this years game was just to use a modified version of the 04/05 arms.
