RPM decreases linearly from no load speed at ... no load, to zero at stall. Thus, max power is always at half the no load speed.

Thanks for doing the calculation for me. Yes, we design for well below peak power (motor running maybe 75-80 % of no-load rpm) except for an occasional few seconds of "extreme" operation near its power peak. Most of our motors will have a very short service life if run at their power peak.
