Build a New Operator Inteface each year or not?

I can't find any rules about the operator interface, but are we allowed to re-used the operator interface "frame" from years past? I know we will change out the OI itself from 2006 to the new 2007. Are there teams that re-use their old operator controller frame from years past just changing out the operator interface itself?
