Compressor included in weight?

R11 says only battery and bumpers aren't included in weight, but R101 says

Note: the intent of this rule is to permit teams to take
advantage of the weight savings associated with keeping the compressor off-board. But
using the compressor off-board of the ROBOT does NOT permit non-compliance with any
other applicable rules.

does this mean compressor weight IS or IS NOT included in weight of robot?

BTW - We're rookies and like other teams we're having trouble posting on the FIRST Forum.

You can make use of pneumatics with or without the compressor on your robot, although if you do not use it, you must have wiring as though it is on the robot. If you put the compressor on your robot yes, it's part of the weight total. If you don't put the compressor on your robot it doesn't count towards your weight.

As for the Q&A part, are you attempting posting in the "Ask a question" subforum? It took me a few minutes to figure that out.

The Q&A can give you a definite answer, if you can get thru, but it sounds to me like they mean:

You can decide to have the compressor onboard or offboard. The onboard compressor weight is not like the battery or ramps, it DOES count as part of the weight of the robot. Leaving it offboard saves weight, as the compressor won't be part of the robot's weight.

The note means that your offboard compressor plumbing and wiring systems need to comply with the robot rules, as far as how it is connected, having pressure regulation and safety valves, and other safety considerations.

Squirrel,
Just so as not to confuse anyone, the battery is not included in the weight but all attachments are included. Bumpers are weighed differently after the robot is weighed but ramps must be included in the weight.

You need to decide whether or not you NEED a compressor on board. If some type of pneumatic device is powering a crucial part of your robot, like something that will actuated a bunch of times, then a compressor would be required incase your air supply runs out. But if you only need no more than 4 full tanks of air on your bot, then leave it off for the weight.
