Our team has decided (through democratic voting and discussion...) to use a three-wheel drive system, with a steerable, powered third wheel.

The final thing is going to look a lot like a forklift.

195 without treads?!?! Two of the Northeasts most prominent tread users have gone to wheels (61 and 195)? Have us wheeled folk finally won the war? To all teams who are considering treads, don't. What is illegal about a 2 speed? Previously designed mechanisms are allowed, providing you rebuild them, and I'm highly confident that 195 reads the rules.
