How does the draft work. Are teams available to be drafted twice? There are 80 draft spots that need to be filled, and only 45 teams to fill them. Or do we just get to draft however we want?

EDIT: That last sentence was supposed to be whoever. But, the question is answered anyways, so it doesn't really matter.
