You can mount your components in a way that you need for your design. Please keep in mind that an inspector does need to see things in order to pass you robot. The main breaker must be accessible by field people for safety and all breakers and RC must be visible to the inspector. Beyond that, check your design for fatal errors should your electronics be damaged by another robot. Damage to things like exposed components or wiring that might occur from underneath should you tip would ruin an otherwise successful weekend.
