You can as long as they were not made especialy for FIRST. Example: a sprocket with a FIRST specified bolt circle to mate with drive wheels would not be allowed. Anything that you can find available thru vendors like Grainger or McMaster Carr is OK. The sprockets you're talking about should be OK to use.

To my knowledge of the 2005 and 2006 kits, they did not include either a 9 or 45 tooth sprocket. If you are talking about the kit sprockets that bolt to the skyway wheels, then no, you cannot use these. They include a special hole pattern, that IS the same dimensions as the AndyMark and IFI wheels, but has different features than the 07 sprockets.
