I believe he used past data from previous regionals last week and correlated with the teams that were going to be at GLR, and I guess the glitch that everyone is aware of is actually connsistent so you can estimate what teams you would be with or against.

However, Update #16 indicated that FIRST is changing the seeding algorithm to fix the issue that ocurred.
