what qualifies as a penalty?

does pinning a robot against the rack for more than 10 seconds qualify as a penalty?

the cheesy poofs were being pinned, w/o a ringer in their grip, against the rack by team 1768 (i think) and the refs didnt make the call or throw a yellow card until after the match.

Pinning for 10 seconds is a penalty except for one special case. If a robot, while attempting to score on the rack, pins another robot against the rack it does not count as a penalty. But when you say they didn't make a call until the end of the match, that is how it normally works. There is nothing in the rules about officials signaling penalties before the end of the match.

I can clarify what happend with the pinning during that match since I was the driver of the robot that was pinning the poofs. The head ref told the drivers in the meeting that pinning against the rack was not going to be called. Now since i failed to furrther read upon this rule, I would have noticed that in order to pin a robot against the rack legally, the robot needs to be holding a scoring object. The referees correctly assesed a penalty and informed me of the latter part of the rule that made my actions illegal. Knowing that rule now, I sincerely apologies to team 254 for blatantly commting a foul against them and those actions will not be repeated.
