If they lift their bumpers over the bumper zone, they have to include the bumpers in the weight of the robot, otherwise it's ok to lift the bumpers over the bumper zone so long as they include them in the weight of the robot.

Thanks, good point. If they are outside the starting size would they be legal?

Yes. Non standard bumpers are subject to the same weight/size regulation of regular robots. I'm surprised no one caught onto this....I sure didnt
