Question Digital out signal speed on off, almost like PWM but at max 60Hz

Anyone know how fast the Digital out pins can turn H and L? Im using the pins as a fast switching signal, like the PWM, but PWMs are too fast and I cannot control how long high or low time is. With Digital in out pins, I hope they can go from constant on to pulsing on and off.
