Actually, at least from my interpretation of National's guidelines, sa long as all the work for your Eagle is done (i.e. merit badges, project, etc...), you can write letters asking for extensions to do all the paperwork- application sign-offs, conferences, Boards of Review, etc... I wouldn't recommend having to wait that long, but I think it's possible.
