There is already a rule that limits the total weight (25 lb) of parts that can be brought to the competition, so that satisifies the hardware part.

FIX-IT WINDOW software development restrictions have been contentious since inception. Writing "practice" code for a practice robot seemed acceptable to some teams and totally contrary to the intent of the rule by others. The 2006 "cease software development" CD thread here.

I also favor unrestricted software development after ship.
