80 inches

In the 80 inch rule, does the ball have to be included in that 80 inches as well, or not since it is the game piece? \

The ball does not count towards the 80" limit.

The 80" rule is enforced on the field in the "Playing Configuration". This means that as long as your robot does not exceed a maximum 80" horizontal measurement while playing the game you will not receive a penalty. Also, unless you frequently violate this rule you wouldn't be disqualified you would only receive a 10 pt. penalty.

<R16> Once the MATCH has started, the ROBOT may assume a PLAYING CONFIGURATION that
exceeds the size dimensions specified in Rule <R11>. While in the PLAYING
CONFIGURATION, the ROBOT may expand up to a maximum horizontal dimension of 80
inches (e.g. all parts of the ROBOT must fit within an imaginary 80-inch-diameter upright
cylinder). There are no height limits for a ROBOT in its PLAYING CONFIGURATION at any
time after the start of the MATCH.

And remember the 80" cylinder is an example not part of the rule itself.

"e.g." means "For example…"; "i.e." means "meaning…".

Because it is an example, not the literal meaning of the rule. This was explained in one of the updates - #3? Someone in one of the other threads regarding <R16> noted that an equalterial triangle with 80" sides would not fit in an 80" circle.
