Take a look at the 2008 Game Specific Drawings from FIRST, available here:

Specifically, you want to know the dimensions of pieces 06 and 07, which is the end piece that supports the overpass, and is described in diagrams W5 and W6.

W6 specifies a height of 76 3/8" from the bottom of the overpass connector to the bottom of the piece. This translates into 6' 4 3/8".

W5 describes the footing for the piece, which (if i'm reading it right) says the thickness of the floorplate is 1/8".

And as you've said, the pipe is 1 1/2" OD.

Add all those together, and you get 6 1/2' from the floor to the very top of the pipe that supports the ball. I would allow for some slight variation in your design, however - maybe give or take an inch.

Official word (in Section 6) is the variation (caused by different setup crews) is up to 1/4". They design the fields to go together the same way every time, so I'd take their word for it.
