Little Help with Rule Clarification

I am a mentor for team 1776 in Overland Park Kansas, overseeing the website development. One of my team says the rules preclude making changes to the web site after midnight on 2/14, and another says we can continue to update and put new info on site after that date.

I have reviewed the rules, and can't really determine who is correct. Can anyone clarify what can and cannot be done?
