The circuit breakers he is talking about are the black ones that plug into the power distribution panel or the MAXI Fuse block. (Small ones say either 20AMP or 30AMP, large ones say 40AMP)

PS:
I really miss the power distribution panel from 2005. It was the best thing ever made for a robot... so convenient and reliable with some pretty neat debug features.
