So now they have a list of teams who have said they will decline their alliance proposal. I believe it was a this time they chose to stick with their original list and be declined on the field, which because of the rules, it was clearly in their best interest.

I believe the confusion has arisen due to the fact that most other teams had 217 at the top of their list. No conspiracy theory, just a bit of a misunderstanding IMHO.

66 feel free to jump in and correct me if I'm wrong.

Edit: After reading Paul's post, I guess my info was a little off, turns out it's a combination of the two. It's a tactic that's certainly within the rules, but I'm willing to bet this aspect of the rule is an unintentional side effect.
You're correct on that. Just to clear up my points a bit, with a reference to my past post on the issue:

That said, thank you Mike for explaining it, and though yes, us attempting to pick amongst the top 8 initially would be against your position on the matter, a little 'research' may make that an amazingly powerful tool to prevent others from attempting the exact same thing. Due to mid build-season issues, 66 did not have a great bot this year, but they still play hard and keep playing what strategically is best.

And again, a HUGE thanks to 217 for engineering the feat. We would not have gotten to finals if it were not for the plan. Either that, or finals would have been predicted at selections, which would have made for a rather dull and especially uninteresting elimination (like a row of dominoes falling, 24 of them to be exact, with three that don't fall). Instead, all the matches were extremely exciting and rather enjoyable.

Congratulations to everybody, who competed pretty darn well.
I think there was a bit of overexaggeration on the part of my friend there... there was no spying at all. It is as it is stated above by Paul and everybody else before this. We asked, both within the pits and on the field 67 and etc. whether or not they would join so we could keep a super alliance from forming. Contrary to how Mike explained it, there was no guesswork after asking around a bit.

My apologies for any confusion or misunderstanding due to my bad recollection of the entire event.
I'm just glad we have kept this decently under control... I knew someone would pop the question as to the level of GP in this and I am glad we have been able to handle it well. Optimally this would not have been brought up, but it never goes that way due to Moore's Law and other principles (Whatever can go wrong, will.... Reactions lean towards a greater state of entropy... etc etc)/
