Since I am not a network specialist, so I am just guessing what the problem is
Are you behind a firewall? If you are, the specific port that FIRST uses to send the data is blocked. You if you can turn off your firewall for the duration of the registration? Your proxy settings might be messed up. There are so many proxy settings like SOCKS4, SOCKS5, HTTPS, and so on. If your web browser is misconfigured that might cause an error. To correct this you have to go into your preferences, inside your browser. On IE 5 it is Edit>>Preferences>>Network>>Proxy Settings Than click off any proxies that you are using, for a temporary time. Than try to register.
