I like that whole idea. If you take it further, I'd like to help coordinate it in my spare time.

Well I know some teams/services already use nice quality cameras (MorqTV, TBATV, etc) but if we could get some local PBS' involved throughout the country, it'd help. Also, you really don't have to spend too much these days to get really good quality equipment. One last thing is a universal file-format would make it a heck of a lot easier to keep track of.
