In case you haven't found them yet, here are some excel based scouting tools that are available in the whitepapers that successfully conquer the organization problem.

Tracking text based comments will drive you to a significantly different decision than numerical data that suggests a pick list to you. If we can get a little more information on your vision of the application we can probably make some more relevant suggestions. Personally, I think that excel is more than adequate for most scouting tasks; but then again, I'm an excel junkie.
