Goal on side... What's the final word!

Other from the CHAOS131 alumni. What will the future bring?...

So is it legal or not to put the big balls on the side of the goal when it is knocked over. Is there a definite answer out there? I have heard answers going in both directions.
Second, if I have read the blueprints right for the goal, it looks like there is a caster under each of the pvc pipes, and a the base has a flat end at each of those points, so that even though the goal is an octagon, there would be a ( . ' . ) configuration (the periods and apostrophe are representative of the pvc pipes at the top when the goal is on the side. This would mean that the big balls could not be balanced. However, I may be wrong, or the blueprints may be wrong, or I'm imagining things. Orrrrrrrr... no one has a clue what i'm talking about.
