You need to be in the correct directory for the program to run.
For example, I extracted to c:\match and it created the subdirectory MatchMakerWin. Need to navigate there to get it to run.

C:\>cd c:\match
c:\match>cd matchmakerwin
c:\match\MatchMakerWin>matchmaker

or combine the first two steps to

c:\>cd c:\match\matchmakerwin
c:\match\MatchMakerWin>matchmaker

You can leave off the ".exe"
