I am not sure on that one. I know that the cards are different this year then last years, so I am not to sure. As of right now I would say that everyone should sign up for a new one even if you have one from last year.

Yes I think that you need to re register. They have an option on the signup for a prevous member to put in their old card # or your name and it will find your card number. Either way you get a free neck cord.

Even if you already have one. The whole point of these card and registration is to track on how many people are doing this competition, and each year they are going to need new data to understand what's going on out there. Which I think it's a good idea since all I do is fill in the registration form and it's them who's sending the new card to me.

By hey, don't take the chance of not registering just because of laziness... you are going to miss the party!

Yes even if you have one! From what I heard, their system crashed, and lost all data ( on the SME cards). So, it would be a very wise decision to sing up for a new one!
