I agree that it would be ideal for the rules to be set in stone at the kickoff, but consider this: Up to that day, FIRST probably had ten people consider the implications of all the rules. The day after the kickoff, probably 5,000 people started poring over the game. Inevitably there will be problems that FIRST didn't recognize.
