Anything (except packing materials) from the kit can be used on the robot. You can purchase and use just about anything from Small Parts, up to a $1200 limit of parts on the robot (you can't use their pneumatics fittings and I don't think FIRST would appreciate you appropriating electric motors from the various tools Small Parts sells). The stuff on the Addtional Hardware List can be purchased from anywhere but they may have to be certain types or to certain specs, so it may be easiest to buy them from the manufacturer. Basically, if you can find something on the Additional Hardware list at Home Depot or in the McMaster Carr catalog you can buy it from them. If it's not on the additonal hardware list, you can't use it. You can make about any mechanical component you want (wheels, structure, gears, you name it more or less). So yes, you can make your own wheels.
