 Practice bots are not regulated by FIRST. Your practice bot could have a flamethrower and a jamming device on it, and they wouldn't care in the slightest.

Maybe ... No more bumpers!
 It's a coded message to the northern climes that they don't have to go out to the pool supply places before they all shut down for the winter.
