Maybe because this program was proposed, structured, & instituted without any input from the international community people are concerned that it will be similarly deemed a "success" without any input or discussion within the international community. Based on prior history... should the dissenters just hold their tongues and hope an appropriate time for airing grievances and open discussion is made available?
