Ed, thanks for the huge props. Sometimes it's better to be lucky than good, and there is an element of luck to the game, ei: which tier one is in for a certain regional and what the draft order is. As for the question on how long your list should be:
There are usually about 10 people per tier, depending on the size of the regional. Every person gets 3 robots, so multiply the number of people in a tier by 3 and that's how long your list needs to be. Of course, in order to rank teams the more scouting that is done the better.


Ed, correct me if I am wrong, but we should not be concerned about the order of the list as it stands now, because tiers will be randomized and as will draft orders, right?
