What if screws/bolts are used as a pivot or pin. They are holding something together (like a fastener), but they also provide the pivot point (like an axle).

In the past FIRST has counted these as something other than fasteners. Right? Must these screws be bought from Small Parts?

An example... A pivot screw that holds two scissor lift members together. Is it a fastener or something else?
