That's one of the competitions he's referring too. WPI is also starting something up there was a thread about it a couple of weeks ago.

Temple University has signed up and we are very excited to be competing this year! I made it the main project of my organization Competitive Robotics At Temple Engineering(CRATE), and everyone seems excited.
