I don't know how this would be pertinent, but it's interesting:
Minnetonka City Hall is at 14600 Minnetonka Ave Paramount City Hall is at 14600 Colorado Ave I can't find where Pheonix City Hall is now, but back in 1888, it was on Washington and Central. (Apparently it's not any more.) However, Dover, DE City Hall is 15 East Loockerman Street. Disappointing. Other than that, the W-S-N-E idea and the Zamboni shop seems like a very good bet.
